BORDER MANAGEMENT AUTHORITY (BMA) – Recruitment Notification

The Border Management Authority (BMA) is established as an armed service in terms of Section 199(3) of the Constitution—becoming the third armed service of South Africa, alongside the South African National Defence Force (SANDF) and the South African Police Service (SAPS). The BMA was established through the Border Management Authority Act No. 2 of 2020.

The BMA invites suitable candidates to apply for the following vacant positions.


IMPORTANT INFORMATION FOR APPLICANTS

Applications

Applicants must submit:

  • A fully completed BMA Employment Application Form (downloadable from the BMA website),
    accompanied by a comprehensive CV indicating start and end dates (dd/mm/yyyy) for each employment period and at least two recent contactable references.

  • Do NOT include copies of qualifications, ID, or driver’s licence with the application.
    (Including them may exceed email size limits.)

  • Only shortlisted candidates will be asked to submit certified copies of qualifications, ID, and driver’s licence on/before interview day.

  • Candidates with foreign qualifications must provide a SAQA evaluation certificate confirming the NQF level.

  • If not contacted within 5 months of the closing date, consider the application unsuccessful.

  • Failure to follow instructions may lead to disqualification.

SELECTION PROCESS

Shortlisted candidates may undergo:

VACANT POSITIONS


1. EXECUTIVE MANAGER: INTEGRITY MANAGEMENT

  • Salary: R1 520 849,93 – R1 624 240 (all-inclusive package)

Minimum Qualifications

  • Postgraduate qualification (NQF Level 8) in Law, Criminology, or related field (SAQA-recognized).

Minimum Experience

  • 10 years’ experience, including 5 years in senior management.

Knowledge Required

  • Constitution of South Africa

  • Criminal Procedure Act

  • Border Management Authority Act, 2020

  • Protected Disclosures Act, 2000

  • PFMA, Treasury Regulations

  • Corporate governance frameworks (COSO, ISO, King Report, Ethics frameworks)

Other Requirements

  • Flexibility and overtime capability

  • Valid driver’s licence

Key Responsibilities

  • Develop and implement integrity management policies, compliance standards, and procedures.

  • Conduct independent internal investigations into employee misconduct and corruption.

  • Manage whistleblowing, disciplinary processes, and ethics culture.

  • Recommend actions based on investigative findings.

  • Conduct internal inspections and ensure compliance.

  • Liaise with SAPS and prosecuting authorities.

  • Develop awareness campaigns and public education.

  • Drive risk management, fraud controls, and governance.

  • Lead budgeting, financial oversight, and financial controls for the Integrity Management unit.

  • Build stakeholder relationships and represent BMA in committees.

  • Lead, supervise, mentor, and manage team performance.


2. MANAGER: INVESTIGATION

  • Salary: R1 031 084 – R1 161 640 (all-inclusive package)

  • 5 years relevant experience (3 years supervisory).

Key Responsibilities

  • Develop investigation methodologies and execute investigations.

  • Conduct interviews, gather and analyse evidence.

  • Prepare detailed investigation reports.

  • Maintain records and communicate findings.

  • Participate in committees and internal meetings.

  • Develop and update risk registers.

  • Monitor internal controls and compliance.

  • Manage budget, procurement, and financial controls.

  • Lead and develop the investigation team.

  • Drive performance management, coaching, mentoring, and succession planning.


3. SPECIALIST: COMMUNICATION

Key Responsibilities

  • Develop and implement communication operational plans.

  • Lead internal and external communication strategies.

  • Promote brand management and corporate identity.

  • Oversee advertising, brand positioning, and campaigns.

  • Manage stakeholder relationships and communication advocacy.

  • Support risk management, governance, SOPs, and audit requirements.

  • Supervise staff, monitor performance, and build a high-performance culture.


4. NON-EXECUTIVE HUMAN CAPITAL & REMUNERATION COMMITTEE MEMBERS

Background

Appointment of experts in organisational design, human capital, remuneration, and governance, aligned to digital transformation.

Requirements

  • Relevant postgraduate qualification in HRM, Public Management, Strategic Management

  • MBA/MBL or certifications in Organisational Design (advantage)

  • 10+ years’ experience in Human Capital governance

  • Experience in organisational design, job profiling, talent management, remuneration alignment

  • Knowledge of PFMA, POPIA, and NT Regulations

  • Prior committee/board experience is an advantage

Term of Office

  • 3 years (renewal possible)

Duties

  • Oversight of HR planning, policies, and strategies

  • Evaluate organisational structures

  • Review performance measurement frameworks

  • Ensure transparency and mitigate conflicts of interest
